Ma Euen, RN, has made up his mind to accept the Office of Superintendent of Police at the European Settlement at Shanghai, and that his resignation of the post of Assistant Harbour Master at Hongkong will take effect on the 19th of next April, when he will have completed nine years' service under the Government of the Colony.
In my despatches Nos 192 and 194 of 1883, which should be read together with this despatch, I have shown that the office of Assistant Harbour Master is indispensable, and that it should be filled by an Officer of the Royal Navy. Admiral Willes, Commanding Her Majesty's Naval Forces in China, and Commodore Cuming strongly recommend Commander J. G. Jones, RN, whose application was transmitted with my despatch No. 301 of 1883, and who has served for ten years on the China Station, so that he has full local
